I looked around and found that an earlier version of psgml was installe in /usr/share/emacs/site-lisp. It did not contain psgml-maint.el, hence the error message. After removing psgml from the /usr/share... directory, the compile still wouldn't work. However, moving the xae-1.0beta8 directory from /usr/lib... to the /usr/share/emacs/site-lisp directory resulted in a successful compilation.
