cannot open load file browse-url

Hello,
I have emacs 21.2 (fullbin distribution) loaded onto XP with IE 6 as the 
default browser, with psgml precompiled into it before I added XAE (I have 
since commented out auto-loading psgml mode to put non-docbook-xml files 
into XAE mode).

I'm trying to view a complex file involving frames generated from the saxon 
output extension.
XAE View Document in HTML browser successfully creates the four files, but 
when it tries to launch the browser I get the following error:

error in process filter: cannot open load file browse-url.
Have skimmed browse-url.el in emacs/lisp/net but nothing jumps out at me, 
being mostly lisp-lacking.

Thanks for any help or ideas.
