Another Newbie - "No Match"

I have the Windows version of emacs. I unpacked xae to my emacs/lisp
directory, copied the .emacs line into my .emacs file, changed the XAE_ROOT
to the new lisp/xae... directory. I started emacs and entered M-x
xae-compile-psgml and the response has always been "[no match]."

Not sure where to go next. Thanks!
