Biswajit - Does http://ftp.xemacs.org/pub/windows/testing/XEmacs_Setup_21.5.34.exe (or http://ftp.xemacs.org/pub/windows/testing/XEmacs_Setup_21.5-2015-05-18.exe) work for you? The instructions (based on the non-free Visual Studio 6 - what're you staring at? It was released in 1998!) work for me.
