Xemacs 21.5 and DOS files

How do you read DOS style files in XEmacs 21.5? i.e. Files with CR LF
at the end of the lines.

I tried changing the `file-coding-system' but that didn't help. There
must be an easy way I am missing.

This is a non-mule XEmacs if it matters.
