So, I brought my 32-bit environment up-to-date, and I still can't
reproduce.  That is, 

  > with_x11=no ./configure  '--with-pdump=yes' '--with-modules=no' '--with-mule=yes'
  > make
  > src/xemacs &

All works.

I see you're running on Vista -- maybe that's the problem, and I don't
have time now to try to find a Vista installation (I'm on 8.1 myself).
To (perhaps) confirm, please send me Installation, config.log,
config.status and src/config.h from your failed build.
