Feature request: Maximize XEmacs window in MS Windows

When running an application on Microsoft Windows it is possible to set an
option in the icon properties that tells the application to start in one
of three states: Normal, Minimized, or Maximized.

XEmacs doesn't check these options instead only starting in a normal 
window.  It'd be nice if it would read and act on this icon property so 
that it could start maximized when the user launches it.
