Ben sez it's safe to add the declaration facilities from 21.5 to 21.4 (eg, you can declare that a symbol is defined as a variable in another package, which suppresses "free variable" warnings but doesn't usurp the definition). I pretty much convinced myself of that, and IIRC Hrvoje concurs. So let's aim that at 21.4.16, and then start suppressing warnings in the packages.
