Yes.  It is broken by design---it must be compiled with the version of
XEmacs it is going to be used with.

Just do

(eval-when-compile (defun set-buffer-multibyte (flag) flag))

preferably in a file whose name indicates that it is for XEmacs
compatibility definitions.

NB  Last I saw Handa was lobbying rms to get rid of the set-*-*byte
functions, although rms was resisting.
