I don't know which Emacs got the feature first.  The reason I
said that I don't think there was supposed to be a difference is
that I don't remember any of the developers saying that the
user-level differences were intentional.  The API differences
were indeed intentional.

My involvement with XEmacs began in the 19.10 beta period, so if
anyone has related info prior to that, please let us know.
