In fact, AFAICS Kai has prepared it already. Before requiring Tramp,
one has to set `tramp-unified-filenames'. All XEmacs download sites
defined in `package-get-download-sites' are defaulted to the FTP
method.

I've played a little bit with, and it worked nicely. But I'm an
occasional XEmacs user only, my major flavor is the other one ...

That I don't understand. There are some comments in tramp-efs.el,
pointing to EFS hooks not handled yet. Whether this makes trouble, I
don't know.

Kai and me would really like to see this solved. If anything is
needed to be adapted in Tramp - we're ready to do.
