I agree as well.  As the comment at the top of mem-limits.h says, the whole
thing should be controlled by configure.  I thought about doing that for this
patch but then decided that the best move would be to submit separate patches
for the functionality change and the cleanup.

Of course, if anyone else wants to submit the conversion to configure, they're
welcome to do it instead of me.
