It means updating build-report.el in core and in the build package. I should be able to help with both. The build package reintroduced the once removed build-report.el to support better build reports than 21.1 was offering. This way bug reporting can be improved be package upgrade instead of XEmacs version upgrade (the usual strength of packages).
