iso-8859-1.  Sorry, that's the current standard.  (It's Lisp files
that are ISO-2022-7.)  Fixing this would be straightforward but
tedious in XEmacs, could be surprising elsewhere (including older
XEmacs ChangeLogs).

If you decide to fix it, the way to do it would be to convert all
ChangeLogs to utf-8.  This requires proofreading (ie, use
'(skip-chars-forward "[\000-\177]")' or an equivalent grep to find
non-ASCII characters.

Then add an entry to file-coding-system-alist for ChangeLog.

Probably there should be some hook function as well to check for other
coding systems.
