I would guess you haven't installed the packages.

for more information about the packages in general, but probably you
just need to restart the installer and get the packages.  Unless you
are seriously space or band-width constrained, you should get all the
packages.  Interpackage dependencies are frequent, and no particular
effort is made to reduce or list them.
