Folding vs. Function Menu?

Hello,

Friday I started to fold my sources. Now I loaded them today and saw, that 
in the folded sources, no function menu appears :( 
Do I allways have to unfold the whole buffer and M-x 
fume-add-menubar-entry to have both ?

Btw: Is there a local xemacs variable that I can set so that the buffer is 
initially not folded ?
