Why is this buffer read only ?

Hello,

When I open the following file:

gru@CMDevLin1 >cd /usr/local/include/pt
-rw-rw--w-    1 ka       users       25340 2005-02-04 15:13 
PTVXPConstants.h

xemacs tells me, it is read-only, when I try to edit it. I can M-x 
toggle-read-only and then it is writable until I open it the next time. 
Why is this so ?
