These versions are both extremely old, and unsupported (currently
XEmacs 21.4.17 is the recommended stable version, and EFS is up to at
least 1.23/1.2).  You might try reporting this problem to the EFS
developers at [email protected], but I suspect they'll just tell you
to upgrade and report again if things still fail.

I know that the HP/UX Porting Center provided binary packages for
XEmacs 21.1.14 (the 21.1 series was also retired over a year ago), and
probably does 21.4 by now.  Make sure you also install at least the
xemacs-base and efs packages.  Once you have XEmacs upgraded to at
least 21.1, you can use M-x list-packages RET to get a menu-based
download/install agent to keep packages up to date.

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

I got the following error message trying to dired on a remote IBM 
mainframe running z/OS (MVS):

   efs is unable to identify the remote host type of ...

   Please report this as a bug. It would be very helpful
   if your bug report contained at least the PWD command
   within the *ftp [email protected]* buffer.
   If you know them, also send the operating system 
   and ftp server types of the remote host.

A copy of the entire *ftp* buffer is appended.
The emacs-version is: "20.4 \"Emerald\" XEmacs  Lucid"
The efs-version is:   "1.15/1.56"
