windows-like menu behavior in unix

I notice that the current version of XEmacs for windows has what I
consider to be a highly elegant compromise to the conflict between menu
shortcuts and the emacs shortcuts they conflict with.  I.e., using the
"_Tools" menu as an example, alt-T is either the transpose operator or the
shortcut for the Tools menu.  In windows, by default, pressing alt and T
at the same time executes the editor's transpose function, but pressing
and releasing alt followed by pressing 'T' would open the menu.

So my question is, is there a way to enable this behavior in XEmacs for
unix?  

On a completely different subject, is xemacs being ported to gtk2?  That
would be nice.
