Keyboard definitions save

When i in xemacs ver. 21.4.13 set a key-definition using menu: "options ->
keyboard and mout -> set key"
It work fine but my changes are not saved even i chose menu: "options ->
save options ti initfile"

So next time i start i have set my keys once more

Is this a feature or a bug?
