Sounds like you got the sources, not anything executable.

Try

http://www.xemacs.org/Download/win32/setup.exe

for a more Windows-like experience that should leave an XEmacs icon on
your desktop.  If that's what you did last time, please describe
exactly what you got and what you found unpacked on your disk.
