Yup.  This is a known issue with XFree86 4.3; they are deliberately
breaking backward compatibility with all other implementations of X by
assuming that the X Keyboard Extension (XKB) is used in all reasonably
intelligent applications.

They have kindly provided patches to XEmacs that work around this, but
unfortunately they cannot be applied as is, because they are known to
break the Xt event loop (losing user input) on some of the platforms
XEmacs supports.
