Does apel-xemacs >= 10.4 exist?

Hello, I have been trying to install xemacs-21.4.12-6 version which is supposed to be for redhat 9. When I install it says that it needs "apel-xemacs >= 10.4" I presume this is an rpm package. When I do a search on the net, what I find is "apel-xemacs-10.4-3.noarch.rpm", which is apparently for xemacs and redhat9, but it still insists on "apel-xemacs >= 10.4" . It appears that "apel-xemacs >=10.4" does not exist. I have downloaded the 10.6 version, thinking that ">=" meant any packages higher than 10.4, but it still did not work. If you have heard of this elusive package, or you know where I can find it. I'd be grateful if you could point me in the right direction. Thanks Lloyd
