This is a recent "feature" in Red Hat and maybe other distros,
designed to make it possible for "dumb" applications to treat the
keyboard as a stream of Unicode characters, and incidentally break
smart X applications that know how to read the keyboard in the
traditional X way.  It won't be supported in 21.4, as keyboard code
has historically been delicate, and Unicode support available in 21.4
is a hack itself.

It may eventually be disabled, but I'll have to get a system that
works that way first.

For now, a bug report to [email protected], giving the versions
of the Red Hat distribution and XFree86 (give the RPM revision, too,
since SuSE usually gets new XFree86 breakage^Wfeatures first, and we
haven't seen any reports from SuSE users yet, I wouldn't be surprised
if this is Red Hat-only) would help.

You could try starting XEmacs as "LANG=en_US.ISO8859-1 xemacs" etc.
