Hard to say but I would guess prog-modes is not on load-path.

efs not on your load-path or you have a buggy version of the efs
package.

Please tell us what your load-path is (C-u M-: load-path RET will
insert it in a buffer and you can use Gnus or VM to send it, or you
can save to a file or paste it into your other mail program).
