I had a similar problem recently.  Apparently there is a problem on the
Cygwin side that they have fixed, but not put into the latest release.
There is a "snapshot" patch for cygwin that you can install.  Have a look at
the following to see if it is relevant.

latest 
	Cygwin and the latest xemacs net installations. I have been told
(but not 
	able to confirm) that it used to work in an earlier distribution of 
	Cygwin/xemacs.
