Problem with KOI8 encoded file.

Hello ALL!

I faced with problem to see russian in some koi8-r encoded docs when I work in 
xemacs (21.4.8 MULE).

The case is that I can not normally view some documents in koi8-r encodings. 
Some documents I see, as I expect ---with russian text inside, others --- 
with accented latin letters. When I manually change coding system of a buffer 
to koi8-r encoding and save document, the document view changes drastically: 
where I expect russian letters, I see the sequences with \201 in start. In 
other editors and viewers those documents I see, as I expect: with russian 
text inside.

Language environment is set to "Cyrillic-KOI8". 
 
Dear ALL, is there a person who is able to say, what are check points in this 
situation. I suspect that this is a serious bug in MULE implementation, but I 
can not say this sure.
