iso-8-1 recognition broken

Version: 21.5 from cvs Recognition of iso-8-1 coding category is broken. An attached file is iso-8859-5 text (mixed Russian and English). It contains only characters allowed in iso 8-bit codings. When (prefer-coding-system 'iso-8859-5) is evaluated, visiting the file should set its coding to iso-8859-5. It is done in 21.4, but not in 21.5.
