21.5 coding handling is currently broken.  I don't understand what's
going on, hope to get to it in the next week.  I currently don't have
a working 21.5 to hand, I'll try to find an init-file hack that works
around this and maybe a real patch by Monday.

If you must use 21.5 for some reason, you can force the coding system
with C-u C-x C-w <FILE-NAME> RET iso-8859-2 RET (and you'll probably
need to confirm that you want to overwrite).
