I'm sorry to say that Mule relies on the platform fonts, and does not
supply fonts itself.  There is an Arabic font supplied by GNU in the
intl-fonts package, and I suppose it has the full repertoire but I
don't know for sure.  I do not know whether it is available for the
Macintosh, but I think there are Truetype versions.

You would probably have better luck asking in a forum concerned with
typesetting, perhaps one for TeX, or for Pango.
