We get lots of bug reports when coding cookies fail due to pilot error. At least with coding cookies in the first line it's right there in your face. I have a request from the Python people to allow cookies in the second line. That should be enough to handle all programmatic uses. As for `set-auto-coding-function' I'm not sure what you want. What would that do that "file-coding-system-alist" does not?
