UNICODE problem on Beta: can't save file

Hi all,
I'm using 21.5-b25 (in WinXP), compiled with MULE=1
I'm able to read in UNICODE files containing CJK (asian) character
and I seemingly can type with CJK within XEmacs too
However, the problem is, after I saved the file, closed it, and then
opened it again, I found all the CJK characters I typed in were lost: only
the ANSI characters that I've typed in have been saved
Please help me what I have done wrong
