I just took the file modified it a bit, changed the encoding system and sent it to xemacs-patches, Aidan just submitted this file into the system. However in the hebrew.el file itself there is no author mentioned. May I suggest to add it right there and not bury it in some ChangeLog files? That would avoid these sort of misunderstandings. I propose to add Yair Friedman is the main author in the hebrew.el file.
