[AC 21.5] Some issues with the test suite

APPROVE COMMIT 21.5

Fixes some test crashers in mule-tests when packages aren't available,
so obsolete shadowed libraries in lisp/mule become active again.

Doesn't actually close issue878 because the refactoring part of the
issue remains open.

The attached patch fixes this.  I'm not going to wait for discussion
because only affects people who run make check without packages, which
apparently is very few.

I'm punting on the refactoring issue (the libraries duplicated between
core ./lisp/mule and packages mule-packages/mule-base) for now.
