Sorry for the delay.  The onset of cold weather caused a number of
rodents to desire to take up residence inside my house, and I've been
busy derodentizing it again. :-(

If that fixes the build for you, then it is correct by definition. :-)
 I intended to allow tls.h to be included, and the various functions
called, even when no TLS is in use, but obviously I got something
wrong.

Incidentally, I have some notes on how to implement TLS for Windows.
I'll keep an eye on the Windows work y'all have been discussing.  If
it gets to the point where I can do builds on my son's laptop, I'll
give this a whirl.
