[PATCH] Add #'parse-integer to data.c

I don't really see a Scheme implementation of XEmacs in the near
future (if you do Mike, please speak up I don't want to preempt
anything you might want to do).  So if CL has a clean way of doing
things, please feel free to install it (subject to the usual amount
care with regressions, etc).
