Byte-recompile-directory

I'm running the cygwin version of XEmacs 21,4,12 on Windows 2003 and I'm
trying to compile a directory of lisp files. If I use
byte-recompile-directory it tells me Done (Total of 0 files compiled).
If I look in the directory sure enough none of the .el files have been
compiled. I'm sure I'm missing something obvious here, what is it?
