Unfortunately, I really have no idea; I don't do Windows, I just read
the complaints and the solutions.  Unless one of the guys who uses and
works on the Windows platform speaks up, you will have to ask
somewhere else.  You might try the comp.emacs.xemacs newsgroup, or the
[email protected] mailing list; most of the discussion of all
XEmacs versions has migrated to those two channels.

You could try building the "native" Windows version if you have a copy
of MSVC++ around, or try the prebuilt version (which is a couple of
revisions old now, unfortunately).  There's a link to setup.exe which
does all the downloading and installation for you over the Internet at
http://www.xemacs.org/Downloads.  Although in theory there is no
difference in operation and only a few differences in available
features between the Cygwin build and the native build, in practice
some bugs only affect one or the other.
