Open up Cygwin's (NOT XEmacs's) setup.exe, find the cygXpm-noX4.dll, and install it. If that doesn't work, XEmacs was probably linked against a different version of Cygwin and you'll need to reinstall a more recent version. The surest way is to uninstall XEmacs, then reinstall Cygwin's distribution of XEmacs.
