Optional Libraries: Security update for `zlib'

Hello,

the web resource for XEmacs' optional libraries[1] still points to
an out-dated version of `zlib'.  The link to the developers of
`zlib' itself should also be updated to
<URL:http://www.zlib.net/>.  In order to eliminate the security
threat imposed by `zlib-1.2.1', it is also necessary to update
the package of optional libraries for windows[2] and eventually
rebuild the edition of XEmacs for MS-Windows.
