I will tackle this problem sometime soon. In the meantime, you can google for 'gnuserv windows' and follow the links. One of these links will point you to a gnuserv kit that you can download and install. For instance, http://www2.odn.ne.jp/piyokun/emacs/gnuserv.htm contains some useful info.
