Please use xemacs-beta instead, since xemacs-nt is not followed my many.

Path searching machinery has changed.

I use
set EMACSLATEPACKAGES=3Dc:\Program Files\XEmacs
in my .bat file for starting XEmacs (I use a .bat file to set up an ssh-a=
gent-ized XEmacs correctly.)

I used following command with point before the character in question
C-x =3D (what-cursor-position)

That's correct, you need 21.5 for Mule on Windows.
