can not run shell under Windows ME

Hi,
I just installed the latest stable Xemacs (v 21.4.11) under my Windows ME desktop.  While I try to use the Shell under the "Tools/Shell" menu, I got "specified COMMAND search path invalid" error message, and the shell could not run.  I have no idea where
is Xemacs looking for the COMMAND search path.  How I can fix it?
