[A21.5] New frames not displayed correctly if buffer tabs off

APPROVE 21.5

Please commit, my tree is in a state right now.

Oops.  In the context of a commit to 21.4, I mistook both of your
"theres" to refer to 21.5:

    "but I don't think the problem it fixes shows up there."

That's good enough for me, then, since Mike S. is Cc'd, and should
have picked up on the original patch.  I see what the patch does, and
agree with it, but I'm not familiar as you are with the MS
implementation.
