How to checkout 21.4.13 for Windows from CVS?

I just checked out using the label "windows-21-4", but the resulting
executable claimed it was 21.4.11.  Is that the latest Windows release? 
Or is there some other label I should be using for the 21.4.13 release
with the Windows changes included?
