XEmacs and Cygwin

I've installed XEmacs under Cygwin on a Win 2k system. My Cygwin setup is in d:/home/kevinj/dev/cygwin, and my HOME env variable is set to d:/home/kevinj. I have Emacs running and working fine, so I have a .emacs file in ~. When I run XEmacs (after fixing the xpm-nox4 problem) I get a few problems. The images don't appear on the toolbar (I assume the seperators I'm seeing are supposed to be icons!) I also find I can't configure it. If I try a M-x migrate-user-init-file I get an error "Symbol's function definition is void: customize-set-value" error I also seem to get this error when using the Options menu. Any ideas?
