SoBig and xemacs-winnt: consider using xemacs-beta instead

xemacs-winnt is the only XEmacs list that I have been unable to almost
entirely filter out SoBig (et amis) spew.  As far as I am concerned,
this is still quite annoying but I don't know how to get rid of it.

Note that all traffic that was formerly directed to xemacs-winnt is
now welcome on xemacs-beta, and a lot of Unix/Windows users direct to
xemacs-beta by habit.  M-x report-xemacs-bug does, too.  For these
reasons, xemacs-winnt subscribers may prefer to move to xemacs-beta,
although traffic, mostly not specifically relevant to Windows versions
of XEmacs, is substantially higher.

At this point, I am not proposing to close xemacs-winnt, merely
studying the options for the community.  If you have strong opinions
_against_ closing the list, please let me know (Reply-To is set, just
use your "narrow reply/reply to sender only" function).  Related
opinions and comment are welcome, too, but just the fact of your need
for this list is important.

If you favor closing the list, please let me know _why_, as well as
just the fact.  We have to give much more weight to those who prefer
to maintain the existing services, unless there are positive benefits
(beyond getting the spew out of the List-Manager's face, which is
important to me personally :-) to closing them.

And if you have any other ideas related to improving xemacs-winnt
services, now is a good time to let me know.

At this point I plan to summarize if and when a policy change is
proposed.  If you're curious about the results of this straw poll,
write me personally.
