Can someone help me?

I am trying to set up cygwin 1.3.10-1  and xemacs-i686-pc-cygwin-21.4.8-2
on my PC/Windows98
cygwin runs good but when I start xemacs  an "error missing dll  cygXpm-noX4.dll" occurs
Then I have installed the  xpm-3.4k.exe but always this error
