cygXpm-noX4.dll not found error even if it is installed.

When I try to invoke xemacs from the windows (windows
xp) program menu, I am getting the following error:
“This application has failed to start because
cygXpm-noX4.dll was not found. Re-installing the
application may fix the problem.” 

When I start xemacs from cygwin, it works fine. 
I have installed the necessary cygwin package and I
can see the “cygxpm-nox4.dll” in the “C:\cygwin\bin”
directory. 

I search the web and couldn’t find a solution for this
problem. Please let me know if one exist.
