Initial Paths Search

Could you please advise me which lisp routines execute the startup 
search for the load-path?
I run with both Cygwin and Native installations, and I'm trying to share 
the lisp directory.  I think I have
%EMACSLOADPATH% correctly set up, but it isn't working.  If I print the 
-debug-paths, the
%EMACSPACKAGEPATH%, which is also shared, works fine -- but the basic 
functionality is missing.
